Fair use on merged HD
YouTube HD has to be joined back together and delivered by our servers, which is why it carries an allowance on Basic and Pro: 5 GB of HD bandwidth per month, with a 1.5 GB per day ceiling so one sitting cannot take the whole month at once, and 30 merged HD downloads per day. The bandwidth is spent by file size, not by how many files you take — a couple of long 4K videos can use it where dozens of short clips would not. What happens when I reach a limit?
That download is declined and nothing is charged for it. If you need more HD on a busy day you can top up bandwidth, which never expires and is only used once the day's free allowance is gone. Very occasionally merged HD may be briefly unavailable for everyone; other downloads keep working, and your allowance is not spent.
How do playlists count?
Listing a playlist is free — you can open it and look through every episode without spending anything. Each video you actually download counts as one download, exactly as if you had pasted its link yourself. A 15-video playlist costs 15, not 1, and only for the ones you take.
